35 New Affordable Homes Coming to Haliburton

Safe, stable, and affordable housing is urgently needed in Haliburton County. Today, nearly 40% of local residents are spending more than 30% of their income on housing, well above the standard threshold of affordability. This means too many families, seniors, and individuals are struggling to keep a roof over their heads while meeting other basic needs.
That’s why we’re excited to share that Habitat for Humanity Peterborough & Kawartha Region (Habitat PKR) and Places for People are partnering to bring 35 new affordable homes to Haliburton. Together, we are launching an affordable condominium development on Peninsula Road that will offer both affordable homeownership and affordable rental opportunities.
About the project
This development will bring the strengths of both organizations together 20 affordable homeownership units offered through Habitat PKR’s unique model, which allows individuals and families to purchase a home with no down payment and a geared-to-income mortgage. This helps people build equity for their future while gaining the stability of homeownership. A goal of 15 affordable rental units purchased and managed by Places for People, along with one dedicated commercial unit to support their work. The units will be modern, energy-efficient, and universally designed homes that will be bright and built to last, suitable for individuals, couples, families, and seniors.
“This project is so much more than housing,” says Susan Zambonin, CEO of Habitat PKR. “These 35 homes will give local families and individuals the stability, dignity, and opportunity they deserve. Safe, stable housing strengthens the entire community: when people have a secure place to live, their incomes grow, they invest locally, and Haliburton thrives.”
Hope Lee, Chair of the Habitat PKR Board of Directors, shared at the announcement event:
“Together, this means 35 households here in Haliburton will gain access to safe, affordable places to live. That’s not just housing, it’s an investment in the community of Haliburton, and in its long-term economic growth.”
Habitat PKR brings over 20 years of experience building affordable homes and supporting families into homeownership, while Places for People brings deep roots in affordable rentals and strong community connections. Together, this partnership represents a model that will strengthen Haliburton County for years to come.
Just five years ago, Habitat PKR completed the 53-unit Leahy’s Lane condominium project in Peterborough, now an award-winning community that redefined what affordable housing can look like. Similarly, Places for People has been a trusted local leader in affordable rental housing in Haliburton County. This new project will build on that proven success, bringing the best of both organizations together.
What’s next
The project is in the early planning stages, with construction anticipated to begin in 2027 at the earliest. Over the coming months, our focus will be on raising funds and building community support to bring this vision to life.
We are inspired by the possibilities this partnership holds and grateful for the opportunity to work alongside Places for People to help address the urgent need for affordable housing in Haliburton County.
How you can get involved
This vision can only become reality with the support of the community. Together, we can ensure that more of our neighbours have access to safe, stable, and affordable homes.
